It has always been to me perfectly incomprehensible why Irish landlords, whether Roman Catholic or Protestant, and the English government, whether liberal or conservative, could not see that if one-half of the money spent on coercion, special commissions, and famine funds, were expended in opening up industrial resources for the people, which would enable them to earn the money to pay their rents, there would be some ground to hope for the peaceful conclusion of the Irish question.
